Okay, so rather than have an approach where everybody must put their mini-sat on a gigantic rocket with all the centralized control and access required for that, what if access to space was effectively opened sourced? There have been many attempts at this over the years like the ELECTRON rocket, but these run in the multi million dollar range.

What if there was a genuinely open source way to launch sats into orbit and to start your own space program - and to do so cheaply, for roughly the price of a car? That is one of the goals for Project ARMSTRONG - to develop carbon fiber based reusable sounding rockets designed to launch sats into orbit over the weekend.
